Start with the kind of view you want
“Most beautiful” sounds like a ranking, but paragliding views do not work very well that way. A wide mountain panorama is not automatically better than a quiet coast, and a famous bay is not automatically the right view for every trip.
Petrovac and Bar make a useful starting pair because they feel clearly different.

Petrovac: the quieter three-bay coast
Petrovac keeps the landscape close. Mountain slope, forest, Petrovac, Lučica, Buljarica and open Adriatic stay connected in one compact coastal picture.
The local route reference used on this site begins around 650 m on Paštrovska Gora. Treat that as approximate local orientation rather than an official altitude listing or a promise about today’s take-off.
Choose Petrovac when the attraction is the gentle transition from mountain to sea, not maximum height or a dramatic city skyline.
Bar: the higher Vrsuta panorama
Bar begins much higher. Montenegro’s official tourism site lists the Bar–Vrsuta take-off at 1133 m above sea level, which helps explain why the place feels so different from Petrovac.
From the mountain, Bar and Sutomore sit farther below and the horizon opens wider. The visual idea is not “better than Petrovac”; it is simply more about height, distance and southern scale.
Current road access, visibility, take-off, landing and the exact flying line still need a fresh check. The altitude is a stable location fact; the day’s operation is not.
What the official tourism source confirms
Montenegro’s official tourism site lists Bar–Vrsuta among its popular take-off points at 1,133 m. It also names Petrovac, Bar and Kotor among places where scenic paragliding can begin.
That is useful place recognition, not a ranking and not a statement that any location is flyable today. It also does not provide the approximately 650 m Petrovac figure used in this site’s local route reference.
When another landscape is the real answer
Sometimes the comparison resolves itself quickly.
Choose Kotor when the enclosed Bay is the reason you want to fly — steep mountains, concentrated water and Old Town below. If Kotor is the strongest alternative, compare Kotor, Petrovac and Bar directly before moving into Kotor-specific details.
Choose Budva when you want a livelier coastal picture in which beaches, roads, town and holiday activity remain visible.
Choose Bečići when the resort-side coast and beach setting are more important than mountain drama.
Choose Durmitor when you want to leave the coast behind altogether and look for highland space, mountains and a seasonal inland landscape.

Conditions can change the answer
A beautiful place is not automatically a usable place on a particular day.
A real tandem still depends on wind, visibility, take-off and landing conditions, access, logistics, the participant and the responsible pilot’s judgment. Those factors can change the practical answer even after the scenic preference feels obvious.
